39 weeks Penelope ( from the UK) claims they have pulled animals from CCAC in NC and she speaks of Melissa Impens her other partner who went to Nc to help pull and transport animals back across multiple state lines with no Health Certs or Rabies Shots for these animals. This is where the Barclay incident seems to have started, 20 plus puppies suffering from parvo where taken from the Nc Shelter at Columbus County, packed in a van and shipped off to Ohio. Also note these groups of animal rescuers DO NOT have USDA APHIS Transporter License.
